simple, the jobber (bottom) wrestler sets the choke rules - to either indicate a tap out (physically or verbally) ; or to indicate that he is okay if the heel (top) chokes him to complete blacking out - and whereby the heel must watch out for when the jobber goes limp. at that point, the choker better know to release his grip !
i happen to go totally bone hard being choked - and will ask the heel to choke me constantly in a match - and often will be cool to have him make me black out.
but i cant do it more than twice in a fight. after that, my basic / waking consciousness is compromised - and im notably even easier to choke out. which is TOO dangerous a position for any jobber to be in. thus, id expect my heel to stop that particular action in any way.

I sometimes like test my choke tolerance against my retired marine friend at bjj gym when he does the bow and arrow choke if I don’t escape in time. Lol
I usually tap before I go out.
Just out of curiosity, what are some common rules during a choke out match other than the person who sleeps is the loser?
Are these typically timed (ex for 2 min opponent chokes you, if you don’t sleep you choke the opponent for 2 min) or are they done while someone is fighting out the move so he can choke the opponent?
A rule that I've used is that if you get caught in a choke, you can tap if it's not a clean choke. But the guy who got the tap then gets to re-set the hold cleanly and take it all the way to KO with no tapping involved.
